Why do Vaporesso XROS 5 kits for different countries come with pods with different resistances?

USA, China, France (maybe all of Europe?) with pods of 0.6 and 0.8 ohms.
India and Russia with 0.6 and 0.4 ohm pods.
Laws?
Preferences of the mass buyer?
